A question and a suggestion ...
Was this a new installation using the full installer of RBGXE, or
simply copying and pasting
the previous installation from the network or local computer?
You may run the "RBGXE_Default_Settings.exe" utility to restore all
default settings.
C:\RBTI\RBGXE\RBGXE_Default_Settings.exe
Note:
Make sure that you and your client are using the latest public
version and update of R:BASE X
Enterprise (Version 10), Build: 10.0.2.11227.

Happens for Properties, accessing EEPs, and also New Page for the
Enhanced Tab Control
(this last one has no alternate way to get accomplished as far as I know).
Otherwise, R:Base seems to be working fine.
Anyone have any insight?
