Videolan has frame by frame. You need to turn on advance controls.

All:

In preparing video (mp4) evidence for court trial, I've run into the challenge 
of finding ANY Windows-based video player which has single-frame-stepping, 
forward/reverse controls.

Everyone does << Start | End >>; and VLAN (my go-to favorite), does Forward >, 
but not < Reverse. Dragging a progress bar lacks precision, confuses jurors and 
bothers the lawyers[1].

Thoughts?
