I am running the free version. It allows forward stepping but not
backward.
I googled some free players that do frame by frame. So of them to
backwards as well. Might need to try them to see which is a good fit
for you.

In preparing video (mp4) evidence for court trial, I've run into the
challenge of finding ANY Windows-based video player which has
single-frame-stepping, forward/reverse controls.
Everyone does << Start | End >>; and VLAN (my go-to favorite), does
Forward >, but not < Reverse. Dragging a progress bar lacks
precision, confuses jurors and bothers the lawyers[1].
Thoughts?
