All I can tell you for certain is that I had two terminal servers running all the same software, one would work, the other would not until I shortened the path and then it did.
I have not had the time to see if I can reconstruct the condition, and thus have not submitted any issues to RBTI.

I did't check PATH contains .... Do you think this setting is important for RBase For Windows ?
