RBrowse was only causing problems when Called and it was only on these
particular machines.
Does the C:\Temp directory Exists and Write permissions are set to
"Everyone"?
(No there is no problem having Scratch and Env Temp in different
directories. It is just a habit of mine to have the env Temp be C:\Temp
instead of the windows default C:\Windows\Temp)

Yes.
Everything is installed on the server, but SCRATCH is assigned to an
existing directory on the local drive (C:\TEMP)
SET SCRATCH 'C:\temp'

I always use to set my own TEMP directory independently of Windows' one.
