You need to do one more thing!

DISConnect
SET MULTI OFF
CONN dbname
PACK ALL WITH USER CASE
DISConnect
SET MULTI ON
CONN dbname

PACK ALL WITH USER CASE replaces the case folding/collating tables in
the database with those defined in the user configuration file
(RBASE.CFG).
