Ok.  But you should format it from the My Computer Icon.  The Format command has a lot 
of options
and when run from the command prompt, I am not sure which are the defaults...  But 
anyway, if the
problem persists, let me explain what is wrong (probably).  Minor differences in head 
alignment from
one floppy to another is normal and causes little problem, however if a formatting 
drive is at one
end of the tolerance and a writing/reading drive is at the other, the two cannot talk 
to each other.
You can try the reverse and format it on the other machine and see if you can copy on 
the other.  If
the result is the same, then my explanation is likely correct.  I used to have some 
software that
let me align the heads of a floppy, but the time it takes to do it is several times 
the cost of a
$20 drive.
