Yeah, I do. I see the problem.
 
I forget - can you keymap TAB or ENTER?  If so, keymap that key and tell them to use that key on the form?

Yes, David, you're right.  I could create the keymap on the
fly.  But the thing is, [down] doesn't work to move between
fields of a windows form.  So I assume they'll be pressing
[enter] (or maybe [tab], but I doubt it).  So what happens
is that they'd be pressing [enter] to go thru the form, but
when they get to the last row of the region, then they have
to press [down].  So again, it's a break in the rhythm and
since the form is going to be set up so that there's no
visual break between what's the region and what's the next
table, I'm sure the client won't understand why they have to
press [down] to go from row 2 to row 3, but can use [enter]
in other parts of the form.  Get what I mean?

You don't have to do that - Create ENtry EEP to last field in the table you want to move from, mapping Down to Shift F8. Create row eep on entry to next table, turning the map off 

This way, DOwn = normal behavior in all fields EXCEPT the last field in the table, when it means "go to the next table"
