I am running XP - I re-installed as you suggested and get the same message!
I did not have this problem before I ran on XP. I even got an updated install CD with the latest windows installer. I never noticed this until today when I was troubleshooting our lab tech's PC remotely and found out I couldn't get in to the database while he was in it. This message indicates that when R:Base was installed it was set up for a single user installation. Somewhere in the installation process there is a question about whether to install R:Base for a single user or for any user of the machine. I would suggest uninstalling R:Base and then reinstalling it and make sure to respond appropriately to questions about what type of installation. You will need administrative privileges to do this install. Hope that helps.
