I don't use this when writing R:Base code. However, if I have a text file where I need to rearrange text quite a bit, Qedit is my tool of choice.
For example, I might send a list of tables in the database to a text file, then reformat it and use Qedit's macros to turn that table listing into an R:Base command file which will give me a detailed list of each table, again sent to a text file. Qedit's abilities to deal with rectangular blocks, as opposed to just blocks of lines, is what makes this a snap.
Personally, I don't see the need for the R:Base editor in 7 to go there.
I guess im not seeing it. Could you explain how this would be useful in with a r:base exsample. Maybe its something we could get from 7.0's RBE
