Marc,

This definitely falls under the heading of hokey, but maybe try checking the 
"form feed before 
report header" under form feeds in report settings. Your customer will have to 
load a blank 
piece of paper before the preprinted form. If it works at least it will buy 
time to come up with a 
real solution and the modified report can be installed only at those sites with 
the problem while 
you work it out.
