I thought, and checked for, the same thing. They run RBase from their location workstation, only the app and DB are on the server. The rbase.cfg file is in their local RBase exe directory. I checked whether there was a rogue .cfg file on the network, and there wasn't.
But I don't think even that would explain the fact that they claim they are sitting in the application, never exiting because they generally leave it up for the entire day, and it changes WHILE they're just sitting there. A stray rbase.cfg wouldn't change the settings while they're connected to the database! Right?

Are you running the application from a server or do you have R:Base installed in the local workstations? Any chance that there is a stray rbase.cfg with the wrong settings lurking around in one of the local computers?
