That was it.  Tools > options > security
removed check mark that said "warn me when other programs try to send........."

  That's a security setting in Outlook.  I *believe* one of the versions 
allowed you to change the setting, but I'm not sure if that was "tightened" in 
Microsoft's attempt to take over the world.   Poke around in security section 
of Outlook....something to do with allowing external programs to send email I 
think....
