You do not mention if this is a form or a report. If a form, place a 3D box and size it appropriately. Once located, right click on the 3D Box and click "Send to Back". Locate the image control inside the 3D box. I suggest setting it to stretch and proportional under image properties. Do not click transparent. Right click on the image and select "Bring to Front". Your 3D box should show regardless if the image is available or not.
If this is a report, place a SHAPE and select RECTANGLE in the option drop down. Size accordingly. Right click on the rectangle and select Send To Back. Place your image in the rectangle as above.
