I say, "NOT Global" because the form has that setting stored. You could dump
all forms and do a quick change and reload them (I know you know that). And
leave it in your startup.dat depending on machine.

You can set the Align  to left in the property page, or in the on after 
start EEP:

Property RBASE_FORM LEFT n
Property RBASE_FORM TOP n

for precise location.  The default is for the form to center itself, and if 
the multiple monitors are configured as ONE desktop, it seems logical the 
behavior you describe would result.
