Are you sure you calculate it at Report Foter?
My experience is that 7.6 is a lot more sensitive about this, having said
that I think 7.6 is more wise

If you can, use a dbcalc as it is much more reliable.

I have a report in 7.6 that is sometimes two pages long.  It uses 
VARNAME=(SUM OF COLNAME) in order to compute another variable in the 
report footer.  The SUM OF variable leaves off the first item of the 
second page of the report in the sum.  What am I missing?
