I got what he was saying. <CTRL> <Left Mouse> sets the lasso on items in the 
region. The region corners then light up regardless of what is lassoed. A 
second <CTRL> <Left Mouse> on the region did not un-select the region, but by 
playing around, I found that <SHIFT> <Left Mouse> on the region border 
unselects the region and also works to unselect any particular item lassoed. 
After that, lasso works as usual. Details, details.

Tom,
  When everything that the lasso touches is selected, INCLUDING the region, 
hold the CTRL key down and single mouse click on the region to UN-select it 
or anything else you don't want selected within the lasso (in case you 
missed this nuance in Razzaks reply).
