A few questions and suggestions:

Questions:

01. What else is in the same directory along with compiled exe?

    To better understand and help, can you provide a "complete"
    list of every file in that folder/directory?

02. Are there any Plugins related to your previous version of 7.6?

03. What are the shortcut properties to start your compiled app?

Suggestions:

01. Remove any non-compatible (7.6) Plugins from the 9.0 folder.

02. Make sure to place Plugin Power Pack 9.0 in the same folder
    with compiled executable file.

03. Use "-A" startup option when everything is in the same folder,
    including all required engine DLLs, etc.

    You may embed all DLLs, Plugins, Themes, or any resource files
    in one application executable file, if you wish.

04. Take your time and review RCompiler90_32.pdf/RCompiler90_64.pdf
    file for complete details, including the following topics:

    . Introduction
    . Using R:Compiler 9.0
      - User Interface
      - Compiling Executables
    . Developing the Program
    . Customizing the End User's Computer
