That sort of helped, I had to click on the minimized Rbase button on the
task bar a few times
then it showed up in the upper left of the desktop. I resized the window.
Exited, click the
short cut again and RBase did not open, it was minimized but if I click the
task bar it opens
like it use to.
So I am getting closer each time. I will keep playing with it, maybe I will
get lucky!

In your specific scenario, your R:BASE windows coordinates need reset.
If you take a close look at your desktop, you will see a tiny window
of R:BASE session (most likely on upper left corner). Simply grab the
lower right corner border of the window and stretch the R:BASE window
(width and height) as you see fit.
That's all there is to it!
