I tested this in 7.6 and I get a CURSOR lock.
Variable form.
The variable lookup listview where clause has retrieved 0 rows.
The lock persists until I close the form.

If the list view does not set a lock, can a lock somehow get
"stuck" and not release? This table shows a row lock 100% of the
time, but the only object accessing it is the list view.

Yes, there are circumstances in which locks get set and the only
solution is to have all users disconnect and then have a single user
connect the database with no one else in it. I don't know the chain
of circumstances necessary to reproduce it (may require simultaneous
DOS and Windows access, for all I know), but do see it happen fairly
frequently.
The listview should not be setting a lock by itself.
