Try to include quotes in the variable vfile and then launch &vfile

I am using RBG91_64.
 
I have a variable defined as follows:
 
set v vfile text=null
set v vfile='C:\Inspections91\PDF\InsRpt_080111_123111.PDF'
 
The file name and location are correct. Acrobat Reader is installed on my
computer.
 
When I issue the command;
 
Launch &vfile
 
I get an error message  "THE SPECIFIED FILE WAS NOT FOUND"
 
If I issue the command;
 
Launch .vfile I get the same error.
 
Can anyone point out what is wrong with this approach ?
