Here's how:

While logged-in as "user" that is not an Admin on that particular
workstation, run or double-click on the "RBG91_32_Default_Settings.exe"
utility included in the default RBG91_32 folder, such as C:\RBTI\RBG91_32

RBG91_32_Default_Settings.exe

Running this utility will define all "Default R:BASE Settings" for that
particular user on that particular workstation.
