static instructions on how to fill out the Front side.

We converted this "work order" report to incorporate all the form design.  No 
more special pre-printed forms for the front side.  But the users are still 
having to load paper pre-printed with the static instructions for the back of 
the form.

Is it possible to create a 2 page report that alternates between the work order 
on the first page and the static instructions on the second?  They could then 
use duplex print mode.

A better method?  Suggestions?
