You may not use, never use, or care, but R:BASE does require one.

Really!  You SHOULD care where the R:BASE configuration file is, and
should also know the importance of this file when using R:BASE.

R:BASE Config file sets the default settings for R:BASE environment
and much more ...

If R:BASE eXtreme 9.5 (32/64) is installed using the default option,
the configuration file (RBENGINE95_32.CFG or RBENGINE95_64.CFG) is
installed in the \Windows folder.

Search the drive for RBENGINE95_32.CFG or RBENGINE95_64.CFG file to
see the exact location.
