The PROPERTY APPLICATION FLUSHMEM 'TRUE' command is specific to R:BASE session only, using the full version of R:BASE eXtreme 9.5, R:Compiler, or Runtime 9.5. To notice the effect, if you have a situation with your R:BASE code, application, etc., you will have to observe the [Performance] section of Windows Task Manager for CPU Usage and Memory. Furthermore, you may also monitor the changes in the Memory section of [Resource Monitor] section of Windows Task Manager, before and after the use of PROPERTY APPLICATION FLUSHMEM 'TRUE' command.
