Thanks Mike - That wasn't quite exactly it but it did lead to the solution - 
same read-only effect but different cause.  User had individual rights (read, 
write, modify, etc) to the db directory but not Full Control.  Client 
remembered same issue when adding a user some time ago.  He granted Full 
Control and everything works fine now.
