Well, that sorta helped.  I'm using 9.5 32-bit.  Went to Utilities, User 
Privileges, chose the "change owner" button, which showed "NONE" as the owner 
password.  I typed in the owner pw I wanted, clicked close.  I disconnected the 
database, then connected it.  It didn't ask me for a password.  I thought 
that's what the owner password was supposed to do, or am I supposed to use 
something else?   To confirm, I went back into Utilities, User Privileges, 
Change Owner, and I see what I typed in there.  Tried changing it a couple 
times and it never asks me to type one in.

I found this:
"You do not have to assign a user identifier when the database is created. To 
assign a user identifier after the database has been created, use the RENAME 
OWNER command, the Utilities: Access Rights... menu option in R:BASE for 
Windows"
It's now "Utilities: User Privileges"

database that I want to put one on, but searching the help file I cannot find 
how I do this for an existing database, only if you're creating a new one.
