Makes total sense now that you put it that way! When I read "the next time you connect to the database" in the documentation, I didn't take that to mean "if you exit and come back in". I had connected to another database, then reconnected to this one and I expected it to ask me and it didn't. I see now that it saved my "user" name for the entire RBase session. That is what John said in his email but it just didn't register.
