The hot spot feature looks like it is almost what I need.
If there were a way that the hot spot could contain a page number URL i.e. 
'Page 1' or 'me:Page 1' to point to a page in the document I would have exactly 
what I need.

If properly designed and implemented correctly, you may use the swift
technique to implement "Table of Contents" using the "GENERATE_TOC"
option when creating R:BASE report as PDF. A catalog with TOC.

When print R:BASE report as PDF, GENERATE_TOC ON specifies whether to
generate a "Table of Contents" based on all report Break Headers, if
defined.

Here's a very simple example to print a report with Table of Contents:

Notice the Hyperlinks for each customer within the Table of Contents.

In addition to this powerful feature of generating Table of Contents,
in R:BASE reports, you may also customize any DB Label or Variable
Label object by defining "Hot Spot" feature of PROPERTY command as
follows:

-- Before Generate Custom EEP for [Detail] Band in Report
    PROPERTY CustURL URL .vCustURL
    RETURN

Where vCustURL is a variable defined for each customer's website.

A cool and more elaborated application to illustrate the use of
such feature is also included with the 2014 Advanced R:BASE SAT
