I thought the little tabs at the top could be side by side, but the area
beneath, where the data fields are, could be on top of each other. I
envisioned that when you clicked on the tab, that one would come to the front
and all the others would be sent to the back.
But now that I have my scroll bar back again, I don't have to deal with the
evil tabs.

If you want SCROOL bars on the FORM, open the Form properties icon again and
look immediately to the right of the "Align" drop down box. See the
"AutoScroll" checkbox. Check it and see if all is well then.
With respect to tabs, they CANNOT hide behind each other. How would you click
on them? They are meant to be side by side, with the designers ability to size
them appropriately for the purpose of use.
If you wish to hide them completely, that can be done and then you have to
design/write some mechanism to cycle through them programmatically.
