Yes, as Tony says, but it does depend on your RBase version, which you don't
mention.  If it's 9.5, then you can go into Help screen, Product Activation, 
then
click the "deactivate" button to free up the license.  However, if it's been 
over a
year since installation, I believe you need to have an active Software Assurance
Plan in order to deactivate and reinstall.

You can deinstall the seats on the old server as far as I know

I am migrating from a windows 2003 server to a windows 2008 server. How
can
I move the Rbase seats that I have now. Installed entered the key but when
I
enter the activation seat code it tells me that it is invalid. When
I
request an  activation a new code is tells me I have used all of my
seats.
