Just a thought to build on these ideas...

What if you were to add a column to the temp table solely for the 
purpose of page breaking. The last insert for your master data and 
each stop set would place a flag value in the column to force the 
break in the report. It would also free you from being concerned as 
to exactly how many lines needed to be seeded to begin with.
