Could be a data type problem with a leftover %1 variable.  

Try 3 things:

1) surround X:\rbase\waterapp\water with your quotation character

2) in your new.app file, before the reference to %1, define the datatype, 
and test for null:
  SET VAR %1 TEXT
 set v vdatab text = .%1
IF vdatab is null or vdatab = ' ' then
  -- deal with the error
ENDIF

3) use the & macro-substitution form of the variable in your CONN 
command.  In general, do this any time that you want to put a variable 
value into a command where a dotted variable is not normally 
expected. (Look at the syntax diagram to see whether a dotted variable 
would normally fall at that place.)
