It looks to me like your supposition is wrong. But, I am not sure what you asked. The 
lookup will satisfy both conditions placed on it - your presumption of NOT is 
incorrect. Presumably there is only one row that satisfies the conditions in each 
lookup. If you mean RUN THROUGH to indicate that the lookup makes a list, then you are 
correct - it can not do that.

The part that bothers me is that the two lookups appear to be circular.
