If I understand your question correctly the answer is yes.   The first user to
connect to a database governs the multi-user status by the value MULTI is
set to in their rbase.cfg file.

If the value is set to ON then all others will be able to connect.   If the 
value
is set to OFF nobody else will be able to connect until all users exit and the
first to connect has the value in their rbase.cfg set to ON.
