I have had a number of issues with Windows Dialer / Phone Command. Not only would it not release the phone line after the call is completed, but I could not get consistent results with characters such as "," ,"#" and "*"  in the dial string. Win 98, NT and 2000 all have somewhat different versions of Dialer. Each behaving somewhat differently within my application.  I have resorted to using Phone Dialer Pro (www.geocities.com/phonedialerpro) along with the LAUNCH command. Phone Dialer Pro is low cost ( $20.00 single user) and it works great. Hope this helps.

I am now noticing that the dialer will not let go of some calls. In order to
hang up the phone I have resorted do re-booting the system. Using he latest
version of 6.5++.
