Option A. 

You can take advantage of new LOAD AS CSV option using 
The Glorious R:BASE 2000 (version 6.5++) for Windows! 

Steps:

01. Save MS Excel spreadsheet without header information 
    as CSV.

02. LOAD the CSV file into a TEMPORARY table and do all 
    your data validation, etc.

03. UPDATE you table(s) accordingly.

Option B:

01. Using Oterro (ver 2.5), create a DSN for R:BASE Database

02. Using Query option, update R:BASE Table(s) using MS Excel
