Here is the search order .... 

1. Current Folder (startup directory)

2. System PATH

If can't find it ... it creates one. 

The BEST place is to keep the OTERRO.CFG and RBASE.CFG in 
\Windows or \WINNT directory. That way it will ALWAYS be 
in the PATH.
