If you want to DIY.  You could load your complete picture into an HTML doc,
create HotSpot HREFs and based on the selection get the selection from your
DB and display the result in HTML.   You can do this within the framework of
an HTA(HyperTextApplication)  Not to hard if you are used to handwritting
html (you can create the page framework or GUI in FrontPage or a like editor
which is what you will need to create the HotSpots).
