I think Jim understands that. However, the settings that are "saved
with the database" override the CFG file at connect, and he wants to
have an external program look at the innards of the #1 file to find the
byte that represents the IDQUOTE setting for that database,
presumably for compatibility issues with some form of ODBC
connection.

Using Oterro, with R:Tango, I have been able to find the database
setting for IDQUOTE with this query:
SELECT (CVAL('IDQUOTE')) FROM dummy
