Two thoughts..

One being if the long path name has spaces you'll probably have to surround 
them in quotes. 

set var scanname = ((char(39)) + .scanname + (char(39)))
set var Imgsname= ((char(39)) + .Imgsname+ (char(39)))

The second would be to combine the whole command like:

set var vm_cmd = ('COPY ' + .scanname + ' ' + .Imgsname)

and run it like:
&vm_cmd
