ZIP RETURN sort of hibernates the entire R:Base session, and has the same memory effect as shutting down and restarting, but does return to the same place you were. ZIP without the return does not seem to do as good a job at clearing memory because the R:Base session continues to run, using the ZIPped to program in the memory left free.
