Accountants add 5 to the digit to the right of the round which forces what you want.

To round pennies, add 0.005 to the value, and it will round up. If you want to be 
super sneaky, use 0.00499 so that exact numbers don't round, but 1/100 Cents will.

(ROUND($$value + .00499, 2))
$$value = 2.00 > 2.00
$$value = 2.00001 > 3.00
