I understand the benefits of a dedicated server vs. using a workstation as a
file server.  

Let me clarify my question.

Does file server memory have very much effect on the performance of R:Base?
(I know disk drive speed has a big impact)

Is there a way to determine the minimum and maximum amount of memory that
R:Base can use on the file server?  

Is the min/max memory a factor of the number of users.. database size.. or
what? If so, is there a way of estimating the requirements?  If scratch
files are resident on the workstation maybe the file server memory
requirements are very low.

A file server is not a workstation that just isn't being used. A file server
performs many tasks necessary for proper operations on a network. 

I understand using a peer to peer workstation as a pseudo file server is a
low cost option, but in reality, it's a poor one where you make so many
tradeoffs, in the longer run you are just way better off installing a
dedicated file server.

IMHO when you reach 5 workstations, it's time to bite the bullet and buy a
dedicated server.  A fully equipped 5 user server running Windows Server
2003 can be had for under $5,000.00. When you consider the performance
benefits, redundancy, etc. of a dedicated server I would not hesitate to go
that way. Cost can even be spread out on a lease. Peer-to-peer is
inefficient and more susceptible to hacking, virus infection and a poorer
performer than a dedicated server.
