Is there any chance that this would be upgraded at any time? I have an
application where I would LOVE for Rbase to control sending out
documents as faxes. But the documents are in wordprocessed format.

As long as the document format is BMP, TIF or TXT.
A few sample command files, R:Fax Plugin Syntax as well
as Help Files are also included with the product.
