Claudine, if you have a good sys_layouts3 somewhere then try this:

unload the rows for sys_layouts3 from the good db;
delete all rows from the sys_layouts3 table in your database with the
problem;
reload to a new db (or unload & input);
input the sys_layouts3 data to the new db.
