A few suggestions:

01. Make sure that the variable(s) in question are defined
    to evaluate for appropriate bands of the report.

    Report Designer | Variables | Add/Edit Variables

    Define Expressions | Highlight the variable and select
    the appropriate band for "Calculate On:"

02. Make sure that appropriate variable(s) are "Reset"
    accordingly, for each break defined.

    Report Designer | Report | Breaks | Highlight the break

    Click on [Reset Vars] button

    Check all variables to reset accordingly.

03. Make sure that [ ] Clear Variables After Printing option
    is also checked.

    Report Designer | Variables | Clear Variables After Printing

04. Take a look at the sample "SubTotalsAndTotals" report in
    ConComp database to understand the proper logic of using
    Totals and Sub-Totals based on Variables.

    Database: ConComp
    Report: SubTotalsAndTotals
    Command File: Reports13_SubTotalsAndTotals.rmd
    Process: RUN Reports13_SubTotalsAndTotals.rmd

05. LBNL, use "DB Calc" anyway you can.
