[RBG7-L] - SYS_LAYOUTS3 Table Does Not Exist

I converted a 6.5++ database to 7.1, following all the prescribed conversion 
procedures.  However when I open a table directly I get the above message. 
I tried RELOADing the database, and that solved the problem until I 
disconnected and re-connected the database and the message returned.

It doesn't appear to affect the operation of the database, but must not be a 
good thing.
