I followed the instructions that Adrian posted (see below)

If you set the printer up both as the best possible quality, and then "Add Printer", selecting the same printer driver, but setting the quality to draft, with a name that suggests draft quality, the user then uses whichever printer he/she wants, selecting the one that defaults to the quality needed.

Then I added the following line to my EEP:

 

    PRINT FullBioSheet OPTION PRINTER | PRINTER_NAME 'HP OfficeJet 4110 Draft'

 

Where FullBioSheet is the report name and 'HP OfficeJet 4110 Draft' is the name I gave the copy of the printer that I added to the same port that the original (which was named 'HP OfficeJet 4110').  In the Windows Printer and Faxes folder I selected this printer and selected "printer preferences" option to set the default to DRAFT.

 

    By then naming the printer in the print command, the report printed out in draft with no problem.

Paula, would you please share your process with the rest of us since it worked for you.  I would love to reduce my frustration level but I still think you should not have to do that if the prnsetup and option choices work the way they should.

Thanks so much to Jay, Adrian and Albert.  This list is just such an incredible resource!

I did as you suggested and created a "draft" printer on my system.  It took me a bit to figure out how to do that, but once I was able to set up the draft printer, and modify the EEP to include the printer name in the command, IT WORKED!

I am SOOOOO looking forward to doing this on my client's computer on Monday.  You have no idea how pleased he's going to be about this.
