James, try moving all the RBE* files to the RBG7 folder, then start R:Rase 
using the -a switch,
which tells R:Base to use the program directory. I note that you only picked up 
the RBENGINE.dll,
but there are three or four more. 

The latest upgrade comes up in about 3 seconds on my laptop without any 
trouble. I use this
technique so that I can run either latest production or latest beta without 
hassle, by simply
selecting the appropriate starting directory.
